Dropped video frames (not to be confused with streaming dropped frames)

I'm having an issue with dropped frames...not the kind of dropped frames from streaming, but rather from the video input itself. For instance, do a fast pan from left to right and it is not smooth, it jumps, frames are dropped. Even if streaming isn't involved, and it's simply used for recording, you can see it on both preview and program windows.

I have tried multiple different capture devices of different brands (CamLink, Magewell, ATEM Mini Pro), several different computers (regular laptop, gaming laptop, gaming desktop), different cameras (Canon HFG60, Canon XF405, Sony A7siii, Sony A7iv). I tried different frame rates in 1080 (24p, 30p, 60p).
The only difference I saw was the frequency of dropped frames between the CamLink and Magewell...CamLink was more frequent and Magewell was less frequent. ATEM Mini Pro was about the same as Magewell.

Is it a setting that I have wrong? I tried both Simple and Advanced settings and didn't notice a difference. Thanks in advance!
