I'm not sure what could be causing it, i've literally done everything i could, i know it says it could be as simple as my ISP but i figured i'd attatch my Log and see if anyone can spot anything.
Dropped frames are caused by a failure in your internet connection or your networking hardware. It is not caused by OBS but OBS can attempt to work with it.
The easiest "fix" is go to Settings, Advanced, Network, check the box for "Dynamically change bitrate...", [Apply] and [OK]. Do this before you start streaming.
