Question / Help Dropped frames

I believe I am having some internet problems but when I spoke with my ISP they said everything was fine on their end. I don't believe them though and will persist on the issue. That being said, here is a log of me receiving some dropped frames and the error: insufficient bandwidth/connection stalls. I don't know what else to take from the log but perhaps someone else can find something?

Yes I have tried about everything on that list minus the hardware part. I pay for 300 down 15 up. Upload starts around 5 and about a quarter in through the test it ramps up to about 9-13.

I failed to mention this to you guys but, I have been streaming for about a year now and I have never gotten this problem until a couple of days ago. I never changed any of my obs settings whatsoever. When I went to talk to the ISP they said that there were reports about some 'noise' in my area. I mentioned to them that the night that I first tried to stream there was a power outage in my area for about 10 seconds. I don't know if it was related but I just feel that it wasn't just a coincidence. But they basically told me all of that has subsided and my connection to the modem is fine.

I also tried to stream to YouTube using obs. I tried SLobs streaming to Twitch. They all resulted with poor uploading. I don't lag in games nor do I have trouble streaming videos.

That alone indicates an amount of instability that would be detrimental to streaming.

Low upload or throttled connections would result in poor upload streaming performance, even if you have consistent low latency in games and sufficient downstream bandwidth to watch HD videos. These things are not related.
