In general, until June 23, everything was fine and broadcasting with settings of 10k bitrates was without loss of staff. I called the provider, they said everything well. Wrote in technical support for twitch - are silent.

Log files attached and speedtest to the server on which the stream is streaming

Speedtest is pretty pointless when it comes to dropped frames since it only measures maximum speed and only to speedtest servers.
