I was doing a test stream with the twitch helper thing and I tested for 1.2 Hours and these are the frame results is this normal or is this bad?

Your encoding lag is a bit high. Try lowering encoding settings. If you upload the complete log I can help you adjust your settings to something that your PC can manage.
