Question / Help Dropped frames

I'm having issues with dropped frames. I have an i9 9900k with a 2080ti and my internet connection is 1000mbps down & 35mbps up.

I'm trying to stream at 1080p 30fps 4000 bitrate.

I have tried 4 different server, all of which I get 10000+ bandwidth, <10 RTT, Above 90 quality using the bandwidth test.

No firewall/router/antivirus

I've turned on new network code, bind IP, dynamic bit rate, using different encoding settings, reinstalled OBS, turned off game mode in windows, ran as administrator, have been using a wired connection, and replaced my modem.

I have contacted my internet service provider and they ran a 2 hour connection test and my connection never dropped below 31mbps.

I've also reinstalled OBS and tried several different encoding settings. I just don't know where to go from here.

I am also dropping frames even though I have somewhat a beefy connection and computer.

Streaming on wireless is not recommended.
