Please, update OBS Studio to 0.16.6 and video driver to the latest.

Also, you have target bitrate as 30`000 and peak at 9`000 setting, is it right?

Hi ! So I updated OBS, and indeed my peak bitrate was 9000. I switched them to both 30k, but I still capture 57 fps videos... Plus they're kinda blurry even though I render them at 26 mbps...

Anyway, try to record small fragment, upload it somewhere and post link to this raw footage together with your new log.
The developer (@Xaymar ) may ask for other stuff too (maybe debug log etc.). Make sure that you are using basic mode of the encoder and video card not overloaded.

In this thread: Comparison of x264, NVENC, Quicksync, VCE , you can compare your footage and the quality you can get with AMD VCE (at least at low bitrate).
