Question / Help Dropped Frames / Upload

Hey anyone that can help, currently using OBS to stream some of my favorite games. Recently I have been running into the problem of frames dropping / upload speed decreasing. Currently I'm lead to believe from my ISP that I'm paying for 150mbs download / 10mbs upload. I called to confirm with them and they say it's true. I ran a speed test over at testmy.net to confirm and it seems the results are in. Some days I can run my stream around 2200 kbs and it works fine. Other day's I drop frames and have to decrease my upload speed to 1,250 kbs and I still drop about 50% of the frames. With no background in networking I have no answer to this issue.

As far as my connection is concerned, I'm hard wired into a switch in my basement, which is hard wired into my modem. The modem is the direct source to the pole of service. I only have 1 other PC connected in my house hold and 2 Iphones that are gradually used to stream twitch/youtube.

I live about 20 miles outside Detroit, Mi and used New York based servers for my Testmy.net.
My twitch service goes thru a server in Chicago seeing it is closer than New York.

As far as OBS settings I've posted some below.
Output- Advanced output mode
Encoder = x264
Enforce streaming service encoder settigns = Checked
Rescale output = Checked (1280x720)
Rate control = CBR
Bitrate = 1300
Use custom buffer size = Unchecked

Video Tab -
Base = 1920x1080
Output (scaled) = 1280x720
Downscale = Bilinear
Common FPS Values = 30

My end goal is to be able to stream at 2200 kbs for good quality and no frame drops. The audio works fine, but like I said the video just freezes.
