Don't be incompetent. Settings > Advanced > Network > Enable Dynamically change bitrate.... > [Apply] > Stream > Service: Custom > Use the settings (rtmp, not rtmps) from the Live streaming - YouTube Studio.
Do a stream and check the log. If you see the bitrate changing, that indicates you consistently don't have enough bandwidth to stream at your desired bitrate but you won't be dropping frames.
