Dropped Frames, stops after I restart stream

I have been using OBS for over a Year streaming regularly (church). Haven't had Problems until the last few Weeks when I start a stream there are a lot of dropped Frames, with my upload dropping to 2mb and rising again. When I stop and restart my stream, it works flawless. My connection is a stable wired connection of 20mbs. The Pc is not overloaded. I stream to Youtube.

Any suggestions?

I know this is a bit of a necropost, but I've been having an identical issue. Any chance you've solved it?
