Hello everyone, OBS Studio was working perfectly fine for like a year but then in June stopped working. I go from 0 kb/s to 3000 and then back down.

Windows is up to date (Windows 10), Game Capture HD up to date, everything up to date, etc.
(I almost always connect to Toronto Canada or Chicago, I live in central Canada but close to the american border)
If it is true and is an ISP issue what can I say to my ISP to help resolve this issue? Again, prior had no issues streaming now suddenly I do....

- Deleted and reinstalled OBS Studio
- Did a clean install of windows 10
- If I set the bitrate to 100 it will work with less often drops (works on PlayStation because of lower bitrate)
- SpeedTest.net says upload is fine
- Upgraded internet about 4 months after it not working to 10 up and 100 down
- Used to use motherboard Ethernet port but noticed a problem with the killer drivers to recently switched to Intel Ethernet card
- Called ISP, they said Down/Up speeds were incredible.
- tried to ping using command prompt as well no packet loss
- OBS say it's ISP, ISP says to discuss more w/ OBS they feel something is overlooked.
