Dropped frames and disconnection

I'm running OBS 25.0.8 on a Macbook Pro. I have been streaming remote events using 4G network. Although I use a good quality 4G modem (Netgear M2) and a network booster, I have been constantly getting dropped frames and total dropouts with reconnects at every recent stream. Often the upload speed on 4G is around 30mb/s and I have been streaming at bitrates of 1500 - 2000K. I have tested on a couple of different streaming platforms and the result is the same...so I'm assuming perhaps it's a limitation of 4G??
Anyway, I have recently tried turning on 'Dynamically change bitrate to manage congestion' setting in OBS....and I am a little confused. Now even though I am still getting occasional 0 kb/s 'dropouts' with a red light, OBS stats are telling me that I am getting 0 dropped frames. How can this be? Is OBS somehow preventing the streaming server from receiving any dropouts in the stream by upping the data rate following the dropout? Or is this too good to be true and the stream is indeed getting dropouts?

Here's a screen shot to illustrate the issue - see 0kb/s at the time but also 0 dropped frames??
