I recently performed the Windows Creator update (1703) and I have been dropping frames left and right since. Before the update, I was able to run at a bitrate of 5000 with absolutely zero dropped frames during streaming. The quality was excellent with no stutter. However, now the bitrate will randomly drop to 1000 and jump up to 7000 before going back to 5000 for a short period of time. I don't stream PC games, but rather I capture my PS3/PS4 gameplay through my HDPVR 2 and stream it onto YouTube. My CPU stays steady at right around or under 20% as it did before the update. When I view my gameplay on YouTube, the stream freezes for 1-3 seconds before resuming (period of dropped frames).
