Question / Help Dropped Frames After Windows Creator Update (1703)

I recently performed the Windows Creator update (1703) and I have been dropping frames left and right since. Before the update, I was able to run at a bitrate of 5000 with absolutely zero dropped frames during streaming. The quality was excellent with no stutter. However, now the bitrate will randomly drop to 1000 and jump up to 7000 before going back to 5000 for a short period of time. I don't stream PC games, but rather I capture my PS3/PS4 gameplay through my HDPVR 2 and stream it onto YouTube. My CPU stays steady at right around or under 20% as it did before the update. When I view my gameplay on YouTube, the stream freezes for 1-3 seconds before resuming (period of dropped frames).

Download: 84.85 mbps
Upload: 20.67 mbps

Computer: Dell XPS 13 9343
Processor: Intel(R) Core(TM) i5-5200 CPU @ 2.20GHz (4 CPUs), -2.2GHz
Graphics Card: Intel(R) HD Graphics 5500
Memory: 8 Gigabytes

As I stated earlier, this issue started right after the Windows Update 1703. Any help on this issue would be greatly appreciated.

Thanks Harold, I'll probably just roll back to the previous version of windows (Version 1607). I wanted to see if anyone else had the same issue.

Dropped frames are rarely if ever actually anything to do with what's on your own computer.

I agree, but I've never had any problems with dropping frames until I did this Windows Creator update last night.

That's very interesting... I just reverted to the previous windows 10 version (1607). I'm not currently home though so I will have to test it later to see if the issue is persisting or not.

I did 5 minute bandwidth tests on all eu servers and it didn't drop once,the speed varied from 3500-3900 (my up speed is 4).
My only guess is that it might be an obs bug or something similar to that.
The only problem I have is that when I do the TwitchTest thing I get 0 quality on every server, but the speeds are all perfect.

I also have conducted various connection tests and they have come back successful. As far as Twitch, I'm not sure as I stream to YouTube. With a consistent upload speed of 18-22 mbps, I should have absolutely no dropped frames.

Exactly, my upload speed of 4 is just enough for 2000-2500 bitrate and it was all good since yesterday.Still trying to figure out if it's my isp or twitch.

It's either your isp, your streaming provider or something in between. It's not obs and it's not likely to be the windows update.

Here is my TwitchTest, the bitrate is mostly constant, not sure why do I have the problem in obs only :/

Except you're not actually having your problem in obs only. The twitchtest utility is showing connection quality in the "terrible" range.

Acceptable starts at quality 80, and perfect is quality 100.

I see, well I've contacted my isp and the guy said there was no maintenance these days and that my internet connection looks just fine on their end.Not sure where's the problem anymore :/

Your screenshot shows a low quality network card (Killer NIC) which works best if the driver only package is installed. Make sure to completely remove any Killer software first.

I got home and tested OBS with the previous version of Windows 10 (1607) and had absolutely zero frames dropped. I think that this is proof at least in my situation that something is in fact causing a significant amount of frames to be dropped on the Windows Creator update (1703).

Here is the log for proof. As you can see, nowhere within does it mention frames being dropped because of connection/bandwidth issues.

I uninstalled the killer network manager yesterday after the problem started happening since I thought that might've been the cause.Only have the driver installed now.
