Question / Help Dropped Frames after 3-4 min PLS HELP!!

Hello, I have done everything possible to fix it according to the forum post about dropped frames but it remains the same.
PC Spec:
GTX 1080 8GB
I7 7700 3.8Ghz
16 GB RAM
100mb download and 7mb upload

The problem is after stream anything, in 3.30 - 4 mins l have dropped frame like 0.1+ for 5 min aprox, then go normal and go again the dropped frames, I dont know what to do, I call my ISP, format, change settings, change games, change drivers and still the same shit. pls HELP thanks <3
This is the last log I have, is a 15 min stream.

According to your log, your dropped frames are always due to insufficient bandwidth or connection stalls. It's a network problem.

But if l drop my bitrate to 1000 or something still losing frame after 4mins
