Question / Help Drop fps - good upload

Hello, I have a problem with losing my fps in OBS. Even with good internet upload which is 6mb/s, the program is losing frames while streaming in 3000 bitrate on YouTube service. I don't know if it's my internet's problem or just my computer isn't enough for that but I just want to stream little demanding games like Tibia or Metin2. While streaming when I'm testing the ping in the "cmd" console the ping is jumping slightly and there are not big values.

There are my PC specifications:

Windows 7 64bit
Graphic Card: AMD Radeon R7 200 Series 2GB
CPU(4x): Intel(R) Core(TM) i5-4440 CPU @ 3.10GHz, 3099 MHz
8GB RAM DDR 3

Ping is an irrelevant metric to streaming.

Try the guide to understand what's going on a bit more.
