Downscale Filters for Rescale & Colour Correction

So currently if anybody wants to record at a higher quality but stream at a lower quality, it involves using the rescale option in the Output tab. As I understand it after doing some research, this option uses fast bilinear so the resulting video is actually very soft and not at all appealing in comparison to using the downscale option in the video tab where you can choose the lanczos option (but then your video is the lower resolution for streaming and recording). With this limitation you really have to run two instances of OBS to get a decent looking downscaled stream and a higher resolution recording, which is not ideal as changes in one instance do not take effect in other. Is it possible to add the ability to use a different scaling filter for the rescale option.

The second request is a histogram filter for video capture sources. Preferably an R G B histogram that can be used for colour correction. Currently a colour correction filter exists but with histograms as a reference you are just eyeballing it all. As a person with colorblindness that is maybe not the best idea. The current filter also doesn't allow for individual RGB correction. Really its more of like a video adjustment filter more than anything.
