Hi, I'm fairly new to Skype though I've used OBS a while back for an online chat I used to do with no problem. I had, at that time, used the Display Capture and could see the other person and my own small video in the corner, hear us both.
The difference then was I think that had this headset and communicated through that, hearing and speaking. But that headset broke and yesterday I needed to use Skype and I wanted to record it, this conversation with a person. It was only their video not mine. I was using only my headphone to hear the other person and otherwise using the laptop's microphone for talking. The person could hear me fine and see me too. I recorded it using OBS. The result was I could not hear the other person, only my own voice on recorded OBS. I don't understand how that happened.

On Skype I have Microphone set to "microphone (High definition audio device)" and speakers to "Speakers (High definition audio device)"
I see the green status bar reacting to even the sound of my typing or speaking. But nothing on Speakers. In fact, if I go to Youtube, my microphone reacts similarly to Youtube sounds instead. That is perhaps how it should be.
When I click my headphones in, I now have a second option for speakers, "Headphones (High definition audio device)" but no green bar in there yet, even if I go to youtube. The only difference is now sound does come through headphone now so the microphone bar is not reacting to it.
I have checked the volume mixer, all sounds are unmuted.
By the way, I have a Dell Inspiron laptop, using Windows 10, Chrome browser.
