Does OBS adjust itself based on outbound bandwidth?

I noticed that every time I tried to use OBS in preview mode when I put on a third video source it always drops off one of the other two. I noticed that somewhat more stable if I drop my resolution. I was theorizing that OBS adjusts its output based on the outbound bandwidth going to its if it knows it's going to stream.

But people on different health communities say there is a way to get obs in an offline mode for just recording.

I don't need recording I just need to output to second TV so that it can be captured by my Android cell phone and be broadcast directly where there's more bandwidth.

is the way to do that as simple as erasing your Twitch key on the stream portion of OBS? I don't see a check mark that says turn on streaming or turn off. That would be a good another feature to have a check mark to turn streaming on and off.

Is the best way to test the theory to erase the Twitch key? if so is there a way I could save it so that I could reuse it on a day that more bandwidth does come to the house and I don't have to rely on cell phone shenanigans to stream on Twitch?
