Question / Help Does a higher base resolution downscale better?

Hello everyone. Just recently I found a streamer who had a tremendously good stream quality, like I don't see many have. He told me his settings (slow x264 preset, 6000 bitrate at 720p60) and it made sense that the quality was that good, but it was still even better than many other big streamers I watched. Later on I found out that he plays on a 4k monitor, and it got me wondering if it had anything to do with the image appearing better and smoother. Is it possible having a higher base resolution to downscale does in fact produce a better video quality when comparing, for example, having a 4k base resolution vs 1080p resolution when downscaling to 720p?
