Do Twitch/YouTube web players let OBS edit a live broadcast directly and still let you chat with Streamer?

I would like to know that for 2 reasons. You know how the NFL has Red Zone TV, and MLB has Strike Zone TV, 2 channels which monitor games and get all the highlights of multiple simultaneous games as you channel surf across the MLB and NFL? I would like to that with video game performances and call it the Twitch Warp Zone. I would also like to do that for live IRL miniature golf, but I can't think of a common mini-golf term that either ends in Zone or is a pun to indicate it's like NFL Red Zone. If I had to commit to one now, I'd call it a Birdie's Eye View.

The other reason is once we have singular game coverage, I can have up to 4 stereoscopic cameras running one game live at once and was wondering if an external live director/editor could switch between angles, and also I was wondering if a consumer could alter its broadcast in one of 4 ways, converting 32x9 Side By Side Full 3D footage into one of these 4 formats left eye, right eye, Side By Side Half for 2010s 3DTVs and monochromised Red and Cyan Anaglyph 16x9.

I saw a multi-stream app that visually lets you look at 4 streams and you can alternate focus on one of 4 streams to get your current audio and chat back from.

Maybe there's a way to run a template player which can just take the 4 formulas I have for broadcast conversion and apply them. I would prefer to capture it all, and have the audience filter it. The easy way to turn 3d into 2d is poke one eye out. It's a lot easier than adding uncaptured depth/second perspective.
