Do I Need More RAM? Video blurry

I have the AMD Ryzen 5 5600 and the AMD Radeon rx6400 and I have 8GB RAM
Everytime I record (I only record for youtube videos) even with a bitrate of lets say 15,000 kbs (my internet speed can handle this. Not the problem) the quality still comes out blurry/fuzzy. I am using the x264 with CBR because for some reason the AMD encoders wont work. Can someone help me with this? Do I need more RAM? How can I make the quality better?

For recording you should not use a fixed bitrate, go back to simple output mode and pick one of the presets.
