I’m still having problems with my OBS. I went through all the steps and still having black screen plus no displaying capture.

You're on a laptop, and loading OBS on the discrete GPU (the 1650). To capture the display, you will have to assign OBS to run on the integrated graphics. Be aware, this will DISABLE Window and Game Captures.
You may have followed outdated steps. Microsoft changed where GPU assignment has to be performed in Win10 1903 and later. Here are the NEW steps:

According to your logfile, you have not done it properly, and OBS is still running on the GTX 1650.
