Question / Help "Display Capture" maxes out at 30 FPS, other capture methods go to 60

I'm trying to capture gameplay of "Amerzone: The Explorer's Legacy" on Steam, which is an old and very finnicky DirectDraw game that I can't seem to capture properly with the likes of Bandicam, so I'm trying to use OBS to do it instead.

The only way I can seem to capture it correctly - for some reason, capturing the game itself drops the in-game cutscenes and then simply picks up when the gameplay resumes - is by using "Display Capture". However, even when I set the framerate to 60FPS in the OBS settings, the indicator in the bottom right of the OBS window lists the current capture at 30. When I capture a segment, MediaInfo tells me that the file is 60FPS, but the resulting video very clearly is not.

Is there a bug with Display Capture that's doing this? I'm running an i7-6700k, 16GB of DDR4, and a GTX960...and the game resolution is 640x480. Pretty sure that rig should be able to handle it.
