Display Capture Incredibly low framerate, and washed out. Not hardware related (I believe)

I've had this issue once before, I basically reinstalled windows and it fixed it.
The issue is that display capture, and display capture only, basically only shows one frame per maybe 5-60 seconds.
CPU / GPU encoding isn't the issue, game mode on or off doesn't change it. The fact it changes the colour of the capture is extremely strange, there are no filters on the display capture source.
The only change I have made in the time between the issue occurring and when I noticed it working fine, was installing a Samsung SSD and Samsung Magician, (and moving steam games over to the new SSD) as well as installing Age of Empires 4.
I'm hoping someone might see from the log what the issue is.
I wonder if it's Samsung Magician, I also technically had that installed last time before reinstalling windows. I upgraded to win11, but the issue reoccurred nonetheless

If you watch, you can see that I am selecting the windows, and dragging them around. This is smooth on my PC, but OBS does not capture the windows smoothly. It captures the mouse movement smoothly though.

I'm running a R7 2700x and a RX 5700xt, 32gb ram, NVME, you get the picture, this should be enough to handle the preview window while streaming / recording, but this is happening at all times, even when standby.

Switching the display capture "capture method" under properties from Automatic to Windows 10 (1903 and up) fixes this issue. Switching the method to DXGI Desktop Duplication confirms that the issue is with that method of capture. I'm not sure of the performance impact of this, however it has resolved my issue for now. Maybe someone with greater tech savviness could understand the issue, I assume the DXGI low level capture is an older version, as it appears to have come out in win8, so I don't expect much of a downgrade in performance.
