I have had an issue that's persisted for about 3 streams this week (though strangely enough, didn't happen to one of them in the middle).
I have checked the logs and while I'm not able to read all of it, I don't see a huge amount of drop frames that usually denotes a big internet cutout, and my connection to Discord while I stream is fine and experiences no issues. I also check TwitchTest before streams and make sure to connect to a server with a 95-100 quality rating and a 10000+ KBPS uprate and a sub-30 ms ping. But it still seems to happen and I'm unsure how to go about fixing this. Earlier in October I was having awful uprate problems but those dissipated and I started getting this instead. I've attached all relevant logs of streams where this happened.
