By default OSX causes applications to run at an even multiple of the screen refresh rate, to match the usual display refresh rate of 60hz.
Since for some applications you may want a captured app to run as fast as possible before capturing, OBS by default turns this behavior off, then reactivates it when quitting. You can change that behavior in advanced settings.
