Question / Help Disable CBR Padding

I have the nice problem that i cant stream in my Usual 1400kbps anymore because of this cbr padding that uses the full 2200kbps that i currently have. Problem is that there are a lot of frame drops and such but i dont want to go any lower with quality, framerate and blarg. In the old OBS there was the option for that, and this still worked flawless. but now its just bulls**t!

I hate it that this setting needs "only" 400-700kbps more then i have set in the settings.... so can someone show me a way to disable this, atleast for me" really bad but somehow always on feature? i want to stream again :/

How can i post a logfile? I mean its no crash no nothing, its just the problem that i want to disable the cbr padding option in obs studio and this regardless on what way.
The only thing i can give you is
Obs with CBR padding (tested on booth, the old and new obs) uses 2100kbps for upload (settings are on 1400)
Obs without CBR padding (sadly just tested on the old one) uses 1500kbps for upload (settings still on 1400)

I think, he want to say that it may happen only if you are using hardware encoders. Also, x264 has a lot of settings and dependencies, one of them is buffer size.

Please, post a log with recording/streaming attempt. And maybe we can help you,

I would suspect that connection issues are causing the bitrate to fluctuate (increasing above the defined limit to catch up), as opposed to the fluctuation or CBR padding causing the dropped frames. See https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/

I tested now a whole bunch of things. Also tested with the twitch tester

Changed Servers: Still the same problems on all EU-Servers
Lowering Bitrate: Yeah works, but only if the overall upload goes below 2200, means that i need to change it to 1100kbps, but is bullshit because that just unused resources
No Wireless: yeah, im doing everything obver LAN
Other Service: Have sadly no other service
Check for Throttling: No Throttling there, get always the same uplaod for everything
Check Firewall: If the port was blocked i couldnt even stream anything
Update Network Driver: Its on the newest Update
Bad Router: I have one of the High-End routers that you can buy here

Its only happening ebcause of the CBR Padding that is activated. Because the Old OBS has an option to disable this, and there i can stream with the 1400 and it only upload 1500, so this works perfectly
Do you know any settings i can type into that x264 encoder? and should i try to use the NVENC x264 enoder? even if this is known to make worse encodings?
Btw. fluctuating bitrate cant be, it just fluctuates in between 10-35kbps
