Digital Voice Recorder,

The direction is unclear, sorry.
Your first post mentioned to have the recorder as an input to obs. So the recorder (re)plays something audio into obs.
Your second post assumes, that you want to record the output of OBS (originally to YT).

I'm afraid you have to describe a little bit more in detail...

If you want to record locally what you're streaming to Youtube as local copy, use the recording functionality of OBS. To avoid everything being encoded twice, change the recording quality to "same as stream" (if you're using simple output mode), or if you're using advanced output mode, set the encoder for recording to "(use stream encoder)".

If I am understanding you, If I want to record the audio of what is being broadcasted to to You Tube from OBS (I want to record (capture the audio of You Tube on digital recorder to use on Pod cast) I use the recording functionality of OBS, change the recording quality to "same as stream" (if you're using simple output mode), or if you're using advanced output mode, set the encoder for recording to "(use stream encoder)".

This is what I wrote, yes. If you need only the audio, you need to extract the audio track from the video file afterwards with some other app, because OBS has no means of writing audio only.
