Different Wifi Connections - OBS Bitrate always around 2000kb/s

I started streaming about a week ago and everything seemed to be fine. I was streaming at 4000kb/s (that was the number I out in Output - Settings) and I was typically reaching it with low amounts of dropped frames.

For the last few days, my bitrate has been stuck at around 2000kb/s constantly. Slightly above, slightly below but hitting that average. I've tried moving my computer closer to the router, and nothing changes. I've also tried 2 other networks (one a Mobile Hotspot and I also tried the wifi at a friends place). Has anyone encountered this problem and would you know where to start fixing it?

There are lots of possible reason for congestion and/or interference on a WiFi network. Most of it has nothing to do with your computer.
Personally, to make sure it is WiFi not bandwidth congestion on your LAN to ISP link, I'd start by:
- check router and see what all is connected? make sure nothing unexpected. And check upload bandwidth usage and make sure it is in the range of expected (and reasonable for upload limit on ISP line). If you don't know what that is, then you have some research to do to figure it out
- if the above indicates plenty of spare upload bandwidth, then try a wired connection to router (USB Ethernet adapters are relatively cheap) as livestreaming over WiFi is never recommended unless you really know what you are doing, and are either out in the boonies knowing exactly what other WiFi devices there are, or have real-time WiFi monitoring in place, and know how to interpret that monitoring [which very few people do]

Fo example, You could have a neighbor who powered up a new access point, and now you have channel overlap/contention? or lots of other possibilities
