Despite great hardware and internet speed, OBS still drops stream consistently

Hello everyone, I have been trying to stream now for the past like 5 years, and I have always had pretty consistent internet issues. I was hoping that maybe you guys could help point me in the right direction. I have been through 2 ISPs and they both have the same problems. Wondering if maybe I am out of luck?

The log shows bitrate dropping which is caused by network congestion. There's a few things to try:
0. Make sure no other applications are open that use the internet. Should just be OBS and your game.
1. Create a new Scene collection with 1 scene with just your game as the only source. If this resolves the issue, it's the browser sources.
2. Create a free restream.io account, link your Twitch account to restream and configure OBS to use restream.
