Desktop Audio Silent in 27.2.0+ (Windows 10 1607)

After I accepted an update to 27.2.x recently, I found that desktop audio was completely silent in OBS. Switching audio devices, checking mute and volume, etc didn't help. Someone listening to my stream told me they could only hear my Windows notification sounds and not the game audio. I tested it today by playing music observing the green audio level meter, getting old versions from https://www.fosshub.com/OBS-Studio-old.html. Results:

• 27.2.3 x86: Broken
• 27.2.1 x64: Broken
• 27.2.0 x86: Broken
• 27.1.3 x86: Working

The OS is Windows Server 2016 with the latest updates available for it. The winver box says "Version 1607 (OS Build 14393.5006)". I assume this is similar to Windows 10 LTSC. I don't know if you support this class of Windows since it's on such an old feature branch, but I will provide logs anyways.
