Super highly unlikely it is the XPS (though if you have the Killer NIC, and some its s/w, that's something to research). Also, you didn't list your specs, and what you are trying to stream. Dell offers a wide range of CPU and GPUs with that system. So if you are using a low-end CPU/GPU combo with upper resource requirements, PEBKAC not the PC. How familiar are you with optimizing OBS?
The computer is a DELL XPS 8930, 16 GB RAM, NVIDIA GE Force GTX 1650. Using the NVENC encoder, trying desperately to stream at Bit rate 4000, 30 FPS, 720 resolution, not 1080. I've run so many variations of settings....nothing seems to work. Anyone else have the same DELL computer. I'm so fed up with speaking with Dell Tech Support. They have contradicted themselves several times over, and give downright misleading information.

Please post a log with your issue! Here's how...
OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
