This is crash from the capture device (it is still processes audio despite the command to stop everything).
If you can reproduce this crash in safe mode of OBS then it is a bug in OBS logic.

I think, you can create new empty
Scene Collection and try to switch to it and only then close OBS. Is it crashing now?
