Whenever I try to stream to twitch everything seems okay but it the stream appears 10-30 seconds late. For example when I am playing a game and I am on a certain part in the game the stream would be delayed so people can't see what I'm up to 10-30 seconds later. The stream also appears to be blurry for some reason.

10-30 seconds of delay on Twitch is a bit on the high side, but it is not particularly unusual.

Logfile indicates you are scaling to a low resolution, 640x400, which is going to look blurry.

Check your CPU preset setting for streaming and your bitrate. These control quality.

With a high bitrate and a low (slower) CPU preset, you will get the best quality, BUT you will need the most CPU and bandwidth.

With a low bitrate and a high (faster) CPU preset, you will get the worst quality, and use the least CPU and the least bandwidth. You need to strike a balance appropriate for your Internet connection and your computer's capabilities.

Also, the logfile you've posted appears to be incomplete-- it does not include an attempt to stream, which means much of the data necessary to figure out what is going on is missing.
