Question / Help Dedicated streaming with my mac

Can I use my macbook pro laptop as a dedicated streaming machine while im playing on my pc??

yes, if you use for example Elgato game capture device.
Though the mac version of OBS doesn't have drivers to capture the game capture through the Elgato, so you'd have to use the window capture feature.

you could just download the PC version of OBS and then you can stream from the same machine.

I know but I want to use my laptop performance to reduce the lag impact on my playing pc, can I do this without an external device?

to my knowledge No, unless your device has an capture device built-in though thats doubtful with your Macbook pro.
