Debian 9 installation

Running the installation procedure on debian 9:
sudo add-apt-repository ppa:obsproject/obs-studio

I get the following answer

then when running
sudo apt install obs-studio
apt goes to debian package and not to obs-studio

The debian 9 package seems to be outdated and does not include the "Tools" option in the main menu. (I have another computer with debian 10, and it has the option
