Dad looking for advice to help my kid live stream.

My son wants to be able to live stream his Roblox playing on Youtube. He has figured out how to do it, but he's not happy with the output quality. I'd like to 1st ask if his PC is even capable of producing a clear live stream. The main hardware is...

AMD Ryzen 5 2600X 3.6 GHz 6-Core Processor
ASRock B450M Pro4 Micro ATX AM4 Motherboard
16 GB (2 x 8 GB) DDR4-3000 CL16 Memory
Sapphire Radeon RX 580 4 GB NITRO+ Video Card
HP EX920 512 GB M.2-2280 NVME Solid State Drive

It's my understanding his video card isn't compatible so he has to use the cpu. Is the cpu capable to produce a non pixelated streamed output if we find the right settings?

1st - I don't stream gaming... so take that into account
That computer would seem to be more than plenty to stream *with reasonable settings*.
The challenge is looking up advice from those that either don't really know what they are talking about, or don't know (or intentionally hide) the caveats associated with the settings they recommend. and then end up with a mess.

Start simple 1080p 30fps recording (not streaming, as that adds a whole extra layer of possible problems)
Use OBS default settings, to start
And make sure your son has plenty of spare disk space on that NVMe SSD (preferably never getting to 90% full)
nVidia's NVENC is recommended for H.264 streaming, with AMD knowingly putting minimal to no effort into H.264 encoding. But, that doesn't mean AMD GPUs can't do any H.264 encoding offload.
