Bug Report D3D libraries not found at startup, OBS won't start on windows 7

I downloaded the zip version of 0.16.5 for windows and unpacked it to a subdirectory on C:\ drive which I named OBS_Studio. I find both 32 and 64 bit subdirectories. Since I'm running Windows 7, I drilled down to bin\64\ and tried executing obs64.exe, both from the GUI and from a command line.
In either case I get a dialogue box stating "Could not find any DEDCompiler libraries"
There are a number of videos on settings and such, but no guide to "installing" a zip.
I am precluded from running the. msi installer, otherwise would try that.
Suggestions, comments, guidance?
