custom action on browser source load

i'm trying to find a way that makes a video source automatically replays when a browser is refreshed but the problem i'm having right now is that the when the browser refreshes it takes 2-3 seconds before it fully loads while the video source has already loaded

I'm wondering if there was a way to capture when a browser is fully loaded to do a custom action
