CSS "backdrop-filter" in Browser Source

Is there a plan to add the new CSS backdrop-filters to the browser source so that content underneath is, for example, blurred or inverted in real-time? Currently there is no support for this CSS3 specification. Preferably, it would be cool to have this effect in general, but better yet, have the ability to have just a <div> tag with "backdrop-filter: blur(x);" blur underlying content in the scene as well, not only the underlying content that is in the browser source.

CSS cannot affect anything outside the webpage, so we won't be able to do that.

Blending sources together is something a couple of us would like to look into, but it's going to be very hard to do, if it's ever worked on at all.
