You aren't running CS:GO at a 16:9 aspect ratio.

Watch the video Sapiens. I said. "I know im using 4:3 aspect ratio, but my friends uses it aswell and it works for them either way. @Sapiens

YouTube and Twitch use a 16:9 video player, so if your content isn't also 16:9 you'll see black bars. I provided links that explain what was happening and ways to work around it. If you aren't going to use that information then you aren't going to fix the problem.
