Question / Help CSGO Stuterring while Streaming

Hi guys,

Everytime I stream CSGO, I get stuttering but only when I go to shoot. I have looked at almost every thread about this problem and I still have not found a solution. I've tried lowering my bit rate, changing to NVENC and using different encoding settings. I've tried using OBS Classic over OBS Studio and that doesn't really fix anything. I'll attach my last 2 log files from my last two streams, both are from the same day. If anyone has any advice, I'm open to trying everything.

My specs:
CPU: Intel i7-7700k
GPU: NIVIDA GeForce GTX 970
RAM: 16 GB Corsair - Vengeance LPX

EDIT: Changed the log to a log that has a stream in it

there is no streaming in these logs, but most probably you need to enable vsync
Would you mind explaining how to get the logs then? And I don't think that's it. V-sync is generally regarded as a thing you should have disabled when it comes to CSGO.

EDIT: I found a log that has a stream

enable vsync or limit fps to 60 in game to prevent maxing gpu - it has such option if im correct
test your connection and choose best server - your connection is loosing frames. or some1 uses it while you stream

video tab: lanczos filter
set nvenc like in pic

Update: I still get stuttering when I stream. I have a 144hz monitor so limiting to 60 fps wouldn't make sense. I have tried capping my FPS instead of leaving FPS uncapped which has helped my CPU usage. My CPU reaches about 50-60% when streaming so I don't think it has to do with my CPU usage.
