Question / Help CSGO Lag/Stuttering(unplayable) but PUBG is fine.

I've tried working through all the settings with a lot of variables. ie, Encoder, Bitrate, Cpu Usage, Server, Fps, Downscale Filter, I just can't figure out how to stop the stuttering, Also not just on the stream (Link below) but getting crazy FPS Stuttering(only with OBS on)

System Specs:
i7 5930k @ 4Ghz
Asus X99 Mobo
32GB DDR4 Corsair Dominator Platinum
2x EVGA GTX 980 Ti Classified SLI
2x 512Gb Samsung 850 Pro
4Tb WD Black
Corsair AX1200i 80+ Platinum
