Question / Help CSGO FPS Drop

Hey I've recently formatted my pc after downloading mostly everything I need again started playing some csgo, then when I went to stream after setting up with the latest version off OBS it dropped my FPS dramatically to like 100ish from 500ish, I did google this and it brought me to that "Windows Creator" issue that I assumed was the issue, but apparently it's already fixed, so I don't actually know what to do to fix this.

By streaming do you mean recording or live streaming? If it's live streaming it could be bad internet.
 
Streaming, I don't think internet has any relation to FPS and considering that as long as OBS is open with CS:GO the fps drop will happen regardless of my live status.
