Question / Help CSGO Choppy, Stream Choppy.. Needs suggestions on how to fix Stream

Just reformatted my computer. OBS and CSGO are not playing well together right now. Before the reformat I was able to produce this type of stream http://www.twitch.tv/12souza/v/31693148. It ran great at this time, stream appeared smooth and so did my game.

This is a Base Res of 1920x1080 scaled to 1280x720 (my actual ingame res is 1800x1440)
45FPS
3500 bitrate CBR
ran on the 'faster' preset i believe

I am literally using the exact same settings and now I get this stream http://www.twitch.tv/12souza/v/32892290 with a choppy game. Only thing is i know for a fact im running on the faster preset right now

4790k
2x GTX 980 Tis
8MB memory
OBS installed on an SSD
10mbps u/l

I would like to get it where my stream and game are smooth again! But not sure where I went wrong, would love to hear suggestions!

My CPU usage gets to right around 80-85% with these settings. I captured my task manager as a window and recorded it earlier today and watched that.

Also.. Multi-Adapter Compatibility seems to make my game lag more

Additional detail / Symptom:

Streaming (Massive computer lag and stream looks like shit)
2560x1440 downscaled to 1280x720 @ 45 fps
3500kbps
Custom Buffer Size at 3500
Preset Faster
Profile Main
CPU Usage ~65%

Recording Locally (No Lag)
For the encoding I used the option "Use Stream Encoder"

I assume that means itll use the same exact settings to record locally as it would for streaming. Not sure if it means anything that my CSGO game would lag streaming but not lag when recording locally. Hopefully it does tho cuz it leads to a fix perhaps ;)
