Question / Help CS:GO Stream Lag (and some in-game too)

Hello, I'm a small, non-partnered streamer on Twitch and I have recently been trying to stream Counter-Strike: Global Offensive. I have not been able to yet because my stream is very laggy and I'm also getting some in-game lag too. My PC specs are:

CPU: Intel i5-2500, 3.4 Ghz
GPU: AMD Radeon HD 7850
RAM: 8Gb of G.Skill Sniper, 4Gb of stock ram (recognizes it as 12 gb)
OS: Windows 10 Pro

I stream at 720p 30FPS using a Lanczos downscale filter.

I am using AMD Encoder because I have maxed out CPU usage if I try to use x264. I have been able to stream Overwatch on Medium in-game quality and I can stream Minecraft perfectly. Any help would be appreciated! Thanks for your time!

You most likely have to limit your CS:GO FPS to something suitable like 60. This game is known to max out any GPU by just running as fast as it can.
