Question / Help CS:GO low fps while OBS open(Failed to use shared texture capture)

Hey I have a problem with streaming CS:GO but I found where the problem is but I still cannot deal with it.

This is from my log.

I dont have "Multi-adapter Compatibility" checked on which cause normal game capture to fail.
I dont have any overlays that show on my CS:GO(which might block normal game capture).
Other game(Rust) doesnt fail to use normal game capture(shared texture capture).

How I can find out what is blocking OBS from using normal game capture, not the slow method(memory capture)?

I closed discord(overlay disabled anyway),CAM(it had overlay but I disabled it first time I installed the program),shadowplay(whole nvidia shield is disabled).
Steam broadcasting/in-home streaming is disabled also.

OBS still fails to use normal game capture and is using slower game capture which causing huge fps drops :/

Run OBS as admin and uninstall sweetfx from csgo COMPLETELY.
Never installed sweetfx or any program like that. Tried to turn on OBS as administrator.

Thats why I have no idea what else might block it, I closed most of processes that might caused it but it still doesnt work at all :/
