Question / Help CRF in VBR Encoding Mode

Hello,

I am confused about the fact that CRF options are included in the VBR encoding method in the recording tab.

I can't seem to get ideal file size/quality ratios with the VBR encoder because there are three variables to play with (encoder preset, bitrate, and CRF). I heard that the bitrate does nothing in VBR mode (which makes me wonder why it's there), but I tested this by lowering the bitrate to its lowest option and the video accordingly had a massive decrease in quality, and this leads me to not know what the other options do. Does the encoder preset affect video quality, file size, or both? Is the bitrate field just a bitrate cap? What does the CRF option do in VBR mode if the bitrate field will just limit the quality anyway? It also says that a higher CPU usage preset = less CPU, but doing what? Reducing file size AND preserving quality, or just file size as quality is fixed based on the CRF? This is very odd to me :)
