Question / Help Create Video Delay for Window Capture

I have a smallish window that I need to delay about 1 second to match an external video capture which is coming in 1 second late. I currently do it in original OBS by buffering the frames until they can be rendered. I am fine with the extra overhead.

I would like to do the same thing in OBS Studio however, I am not sure where to implement it. Can someone provide some guidance here?

Could I modify the Video Delay Async filter to do this?
Or do I need to create a new filter?
Or should I modify the frame render pipeline somewhere else?

Has anyone implemented this or something similar yet and can provide some help?
