What do you mean by "make available"? OBS is a compositor and switcher, it generally makes available a single feed at a time. (recording or streaming output) So if you mean, can you add as sources a single 4K input, and create 4 scenes that take different 1080p regions of that feed that you can switch between on the fly, yes.

With the OBS-NDI plugin you could take those separate scenes and make each of them an NDI output, but how many of those you can produce reliably will depend on your hardware capability and what content you're trying to process.

If you have a hardware card with SDI output, like a DeckLink or something, I think you can set up preview projectors from your scenes and send them to the decklink card, but that preview would be just video, not audio. You'd have to handle audio separately.

You can add the camera multiple times to OBS as source. Add the first with the "add new" option, add the others with the "add existing" option. You can crop each source individually by press and hold the ALT-key and move the handles at the edge of the preview borders, so you can each crop to a different area of the original camera video.
